This is to give notice that the Texas General Land Office (GLO) under 24 CFR Part 58 has determined that the following proposed actions under the Community Development Block Grant (CDBG)-Disaster Recovery (DR) Program and HUD Grant Number B-18-DP-48-0002 (GLO Contract # 24-064-000-E151) are located in the Federal Flood Risk Management Standard (FFRMS) floodplain and wetlands. As such, the GLO will be identifying and evaluating practicable alternatives to locating the actions within the FFRMS floodplain and wetlands and the potential impacts on the FFRMS floodplain and wetlands from the proposed actions.

The final public notices shall satisfy three separate but related procedural requirements for activities to be undertaken by the Texas General Land Office (GLO). The proposed activities will assist homeowners still affected by the impacts of the 2024 Texas severe storms and flooding, including Hurricane Beryl (Beryl).

Notice is hereby given that the Texas General Land Office (GLO) is seeking public comment on Draft Amendment 18 to the Hurricane Harvey State Action Plan for $5.676 billion in Community Development Block Grant Disaster Recovery (CDBG-DR) funds.  The draft amendment 18 will be available for public comment for 30 days. 

The amendment includes the following changes requested by Harris County and the City of Houston:

• Harris County Administered Disaster Recovery Programs 

  • Reimbursement Program reduces the amount of projected benefit to low- and moderate-income (LMI) persons to $24,500,000 and the Commercial Buyout Program increases the LMI benefit amount to $7,781,915. This increases the LMI benefit amount for Harris County to $688,660,740. 

  • Homeowner Reimbursement Program reduces the Deferred Payment Loan/Forgivable Promissory Note from 5 years to 1 year.

  • Residential Buyout, Single Family New Construction, and the Local Infrastructure Programs add acquisition as an eligible activity.

• City of Houston Administered Disaster Recovery Programs

  • Homeowner Assistance Program (HoAP) eliminates the 20-year lien compliance period for assistance over $80,000 and replaces the compliance period to a 3-year unsecured compliance period for assistance over $20,000.

  • Single Family Development Program increases maximum award per development from $20,000,000 to $40,000,000.

  • Economic Revitalization Program adds small businesses (as defined by the SBA) as an eligible entity.

All comments should be submitted by 5:00 p.m. on July 14, 2025. Per federal requirements, the GLO must respond to public comments before the amendment can be sent to HUD for final approval.

This is to give notice that the Texas General Land Office (GLO), on behalf of DeWitt County Drainage District No. 1, under 24 CFR Part 58 has determined that the following proposed action under Hazard Mitigation Grant Program (HMGP) 22-119-011-D506 is in the Federal Flood Risk Management Standard (FFRMS) floodplain and wetlands, and GLO will be identifying and evaluating practicable alternatives to locating the action within the FFRMS and wetlands and the potential impacts on the FFRMS and wetlands from the proposed action, as required by Executive Order 11988 and Executive Order 11990, in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands.
